6 Things You Should Know About RAD Relocation

Right to Remain or Return
– All public housing tenants living at the property before RAD conversion have the right to remain at the property. If tenants are required to temporarily relocate because of construction at the property, they have the right to return to the same property after construction is complete.

Right to Return
– Housing authorities and owners cannot voluntarily or involuntarily relocate any tenants before the effective date of the RAD Conversion Commitment (RCC).

Opportunity to Object
– If proposed plans would preclude a tenant from returning to the property, the tenant must be given an opportunity to object to such plans. If the tenant objects, the housing authority must alter the plans to accommodate the resident’s right to return.

Permanent, Voluntary Relocation
– If a resident prefers to voluntarily and permanently relocate, the housing authority must secure informed, written consent from the tenant.

Prohibition on Rescreening
– Current households cannot be denied the right to return or relocation housing based on any rescreening, income eligibility, or income targeting.

Written Relocation Plan
– If there is going to be any permanent relocation (including transfer of assistance) or temporary relocation anticipated to last > 12 months, housing authorities must create a written relocation plan.

How to Prepare for Moving

Sort and purge

Go through every room of your house and de-clutter. Decide what is to be keep and what, if anything, you can do without? Donate or discard anything you do not want to move. Decide on whether you will pack your own belongings or if you would like to utilize the packing services offered by {name of mover}.

Use it or lose it

Start using up things that you do not want to move like frozen, refrigerated and perishable foods.
Dispose of flammables, cleaners, paints, aerosols, etc. or plan to move these items yourself.

Begin packing

Start packing the things that you use most infrequently.

Separate valuables and important items

Add items such as jewelry, important files/records, cremated remains, to a special labeled box.
Pack a box/travel bag with all necessary essentials to get you through the next few days such as debit cards, checkbooks, medications/medical supplies etc. that you will personally transport to your new home.

Label

Clearly label each box with its contents and the room it is destined for. Pack and label “essentials” boxes of items you will need right away.

Moving Day

Be ready and available at your appointed moving time.
If possible, make arrangements for children and pets to not present during the move.
Review paperwork with your crew leader
Ask questions if you do not understand something.
Once the truck is loaded, double check that nothing was left behind.
Do not disappear during the move. Your participation is critical for a successful move.
Make sure everything has been delivered and placed appropriately prior to providing your final signature on the movers’ paperwork.

Post Move

If anything is not to your satisfaction, please immediately contact management with the Public Housing Authority and the moving company.

Transfer Services

Please call and schedule the transfer of services to your new unit such as Utilities, Cable/Internet and Phone for the date of your move. You will be reimbursed for transfer fees. Please retain the bill that shows transfer fee charges and provide that to the RAD Relocation Agent. You can provide the bills in any of the following ways. Frequently Asked Questions About Construction & Relocation

No resident may be permanently involuntarily displaced. All residents must be offered the ability to remain in or, if temporary relocation is necessary, to return to the property: Residents who are not asked to relocate have a right to remain at the property. If you are temporarily relocated, you have a right to return to the property. A PHA may choose to offer residents alternative housing options, instead of returning to the property. It is fully your choice whether or not to accept an alternative housing option. You cannot be denied your right to remain in or return to a property based on any HUD re-screening criteria, income eligibility, or income targeting. The unit you return to must not leave you “underhoused,” meaning the unit must have at least the number of bedrooms you are allowed under the PHA’s rules. The new unit must also provide the same main features of your previous unit.

In some RAD conversions, the assistance is transferred to a new site. In these cases, residents have the right to reside in a unit at the new site.
